Bold Moves Reignite A Region

A destination and investment brand positions Greater Baltimore as a dynamic region of reinvention, resilience, and progress.

THE CHALLENGE

For decades, Baltimore carried a heavy narrative burden—synonymous in headlines with overdose deaths, gun violence, and the gritty portrait painted by The Wire. Tragedies like the Francis Scott Key Bridge collapse reinforced the image of a city in crisis. Yet beneath that perception, the region had been quietly gathering momentum: a Violence Reduction Strategy that cut homicides by 50%, a designation as one of only 31 federally recognized Tech Hubs, and redevelopment reshaping neighborhoods and mindsets—from the renovated CFG Bank Arena to Baltimore’s first Investment Summit.

Resonance was tasked with capturing this moment—uniting the city and six surrounding counties under a single narrative strong enough to shift perceptions and redefine the Baltimore Region’s story for residents, investors, and the world.

THE STRATEGY

A rigorous eight-month engagement with more than 110 regional stakeholders and surveys to 250 business decision leaders from companies over 500 FTE, in the region’s 3 growth industries revealed a community plagued by self-doubt but rich with achievements. Comparative analysis against 12 peer regions  across 40+ unique metrics, bolstered by primary research by IPSOS into key industries, revealed a gap between perception and reality:

  • 60% of leaders in key sectors had favorable impressions of Baltimore—3 points above the national average in likelihood to invest.
  • In logistics and manufacturing, 86% held favorable views; 48% were likely to invest; and 79% saw Baltimore as a hub growing in importance.
  • Tech jobs were up 70%, while the life sciences sector had grown 36% since 2019, matching growth rates in San Francisco, Seattle, and Austin.
  • 50% of residents were Baltimore-region positive, calling out its growing quality of life. The benchmarking against 12 peer regions revealed that the region ranked 4th for both cost of living and walkability, and 3rd for healthcare. Affordable homes are both in the suburbs and in reinvented city neighborhoods.

The truth? Baltimore isn’t behind. It’s undervalued.

Through all the research, one thing became increasingly clear: while the region gets respect for resilience and reinvention, it is powerfully a place of firsts and fearlessness, of breakthroughs and invention that have led the nation. From its long history of firsts—surgical gloves, railroads, streetlights, public libraries—to its rapid emergence in life sciences and advanced manufacturing, the region had the credibility and momentum to claim a new identity.

Baltimore Makes Bold Moves.

Proud. Unapologetic. Authentic. Daring. Resilient.  The Baltimore Region, its industries, sports teams and even tourism DMO already spoke the language. We had leadership and a region with momentum. We had the data, the growth and the industries of the future to reinforce it. And above all, proud and fearless residents who rallied behind it.

Bold Moves is a truth that amplifies a history of breakthroughs and firsts, and points to our fierce determination for the future. We hadn’t said it enough. We hadn’t shown it enough. Until now.

THE IMPLEMENTATION

The brand identity, co-created with a panel of Baltimore-based creative leaders and tested with consumers across the Baltimore area, featured a strong vertical typeface: rising, like the region itself.

The identity framed transformation in motion: combining an “L” and stylized “T” to showcase all the Bold Moves taking place in the region be it people, places, and industry. The identity lived in a constant state of transformation and reinvention, just like the region itself. 

And the brand’s iconic yellow – inspired by the Baltimore flag – made the brand unignorable. 

The brand launched at SelectUSA 2025 with a new investment website, marketing campaign, and unified narrative—earning immediate praise:

Bold Moves became more than a brand—it became a rallying cry for doers and visionaries. It embodied a region where political and policy forces have aligned, where a spark has become a catalyst that has driven change.

Whether revitalizing Harborplace, leading breakthroughs at Johns Hopkins, or reinforcing its national role in supply chain and cybersecurity, Baltimore doesn’t wait for change; it makes bold moves that make it happen. The region’s narrative has invited and aligned businesses, investors, and talent to be part of a region that thrives on transformation— where ambition meets action, and where the next bold move is in sight.

THE RESULTS

Bold Moves is now headlining major redevelopment and innovation projects:

  • $500 million Inner Harbor transformation
  • 235-acre South Baltimore waterfront campus anchored by Under Armour’s global HQ
  • AI innovation district around Johns Hopkins University
  • 21st-century logistics hub at Tradepoint Atlantic

The campaign’s reception was overwhelmingly positive and covered across a variety of Media Outlets from The Wall Street Journal to Design Week.

And for the first time in over a decade, The New York Times ran a positive story on Baltimore, noting, “Baltimore Takes a Gamble to Reverse Decades of Neglect.”

With the Baltimore Region speaking in one confident voice, the narrative has shifted from decline to determination—welcoming visionaries, investors, and residents who are ready to make their next bold move here.
